For leaders across Europe, there are free and accessible tool and resources available to help you develop an innovative workforce with the right skills needed for the future.<\/p>\n<h2><strong>Meeting a universal \u2013 and growing \u2013 demand <\/strong><\/h2>\n<p>Skillful, a non-profit initiative, helps to develop modern workforces by providing data, tools, and resources that enable companies to adopt skills-based hiring and training practices.<\/p>\n<p>Working together with Microsoft, Skillful has outlined seven steps to developing a skills-based labour market. You can access them by downloading the full Playbook <a href=\"https:\/\/www.skillful.com\/sites\/default\/files\/playbook\/Skillful_State_Playbook.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>here<\/strong><\/a>.<\/p>\n<h2><strong>What are the seven steps?<\/strong><\/h2>\n<p>The seven steps are <a href=\"https:\/\/www.skillful.com\/sites\/default\/files\/playbook\/Skillful_State_Playbook.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">outlined in detail in the playbook<\/a>. But at a glance:<\/p>\n<p><strong>Step 1<\/strong><strong>: Align your partners<\/strong><\/p>\n<p>Get buy-in from all parties \u2013 whether that\u2019s government, employers, educators or whoever. Assess any barriers to co-operation and identify those who can help achieve cohesion.<\/p>\n<p><strong>Step 2<\/strong><strong>: Assess the market and identify jobs <\/strong><\/p>\n<p>Profile your workforce and identify growth industries. The better you understand the drivers of the economy you work in, the easier it is to identify the areas where the right skills are hard to find.<\/p>\n<p><strong>Step 3<\/strong>: <strong>Base recruitment on competencies<\/strong><\/p>\n<p>Learn how to identify competencies and deploy skills-based employment practices for all jobs in your ecosystem \u2013 especially those \u2018hot jobs\u2019 that appeal to job seekers who have the skills you need.<\/p>\n<p><strong>Step 4<\/strong>: <strong>Base teaching on competencies<\/strong><\/p>\n<p>Identifying competencies doesn\u2019t just help employers discover the right talent, but also helps educators inform curricula that will equip people with the right skills to succeed.<\/p>\n<p><strong>Step 5<\/strong><strong>: Help job seekers<\/strong> <strong>by helping career counsellors<\/strong><\/p>\n<p>Don\u2019t forget to help the helpers. There are number of ways to support those in career guidance so that they, in turn, can support those looking to further their own careers. These include professional development programs and digital tools.<\/p>\n<p><strong>Step 6<\/strong>:<strong> Play to people\u2019s strengths<\/strong><\/p>\n<p>Not everyone has a good understanding of their own skills and where, or how, they can be best applied. Learn how to help job seekers to discover their strengths, enhance their skills and find the right roles.<\/p>\n<p><strong>Step 7<\/strong>: <strong>Assess the policy levers<\/strong><\/p>\n<p>Governments often have the levers \u2013 such as tax incentives and financial aid \u2013 to support your skills development efforts. Find out what are they and how can you make the most of them.
